The Centre has launched White Revolution 2.0, a cooperative-driven programme designed to expand dairy coverage and raise milk procurement by 50% over the next five years, with a target of 1,007 lakh kg per day by 2028–29.
The plan adopts a two-pronged approach: establishing around 75,000 new Dairy Cooperative Societies in uncovered villages and strengthening 46,422 existing societies to improve market access and farmer earnings. These societies will be linked to expanded milk procurement networks.
Support under the National Dairy Development Programme 2.0 includes infrastructure such as Automatic Milk Collection Units, milk testing equipment and Bulk Milk Coolers to improve efficiency and quality.
With women forming nearly 70% of the dairy workforce, the programme seeks to formalise and enhance their participation, including through women-led cooperatives. The broader objective is to boost rural employment, increase value addition, stabilise farmer incomes and reinforce India’s leadership in global milk production.
The Ministry of Cooperation said that since 15 February 2023, a total of 22,332 Multipurpose Dairy Cooperative Societies have been registered, of which 20,104 were operational as of 31 December 2025. Of these, 9,429 societies had been registered by 24 December 2024.
